Some new ways are being displayed to us for solving the peoples grievances? creating a stampede in place of proper system – It is the time to Re-introduce the best system for mitigating the peoples grievances successfully implemented since 2003 – the SW@GAT. SWAGAT – State Wide Attention on Grievances by Application of Technology SWAGAT- functional from the year 2003 is an innovative concept that enables direct communication between the citizens and the Chief Minister. In Gandhinagar, the fourth Thursday of every month is a SWAGAT day wherein the highest office in administration attends to the grievances of the common man. SWAGAT – The online grievance redressal system helps common people to seek redressal of their pending grievances once a month. There is a three-tier grievance redress system in Gujarat: Taluka, District and State level. All grievances are reviewed by the Chief Minister himself. The review is done based on the problems solved and not on the petition disposed. Overview: During the session Grievances are logged in, transmitted and made available online to the officers concerned who have to reply within 3 to 4 hours. The departments concerned then have to be ready with the replies, before 3 p.m., when the Chief Minister holds video conference with all the districts concerned. Applicants are called one by one and the chief minister examines each complaint in detail. The information sent by the department is also reviewed online in the presence of the complainant and the Collector/District Development Officer/Superintendent of Police and other officials concerned. Attempts are made to offer a fair and acceptable solution on the same day and no applicant has ever left without any firm reply to his grievance. SWAGAT relies on ICT Infrastructure, particularly the Gujarat State Wide Network GSWAN, which was commissioned in 2001. It connects the Central State Secretariat with all central ministries and departments, with all 25 district headquarters (the second tier of state government), with hundreds of district-level offices, and with all 225 taluka headquarters (the third tier of state government). A relatively simple intranet-based application was developed in order to administer and manage the SWAGAT cases. Gujarat Chief Minister extended the SWAGAT program up to village level in the name of GRAM SWAGAT on 1st February 2011. The recently passed Assembly Elections are unique in many ways. These elections are able to broken the media ‘myth’ that there is no ‘Modi Wave’ in this country. The resounding victory by BJP with increased vote share and improved margins has put a finger on the mouth of Narendra Modi critics. One more visible thing during these elections is the emergence of Aam Aadmi Party. Due to this phenomenon, Modi critics could able to amuse themselves and continued with the Modi bashing. Their arguments of AAP getting support among urban middle class is only self-satisfactory. Most of Indians, who support Sri Narendra Modi and consider him the only crusader against the non-governance of Congress and their Allies are have a different point of view. We consider the emergence of AAP, a clear advantage of BJP and Sri. Narendra Modi. As we know, during an internal survey conducted by the AAP, it was clear that almost 40% of AAP supporters want to see Sri. Narendra Modi as next PM of India. This fact was revealed by Mr. Yogendra Yadav of AAP itself. Further, there was always a tactical support provided to the movement of Sri. Anna Hazare and Sri. Arvind Kejriwal by RSS. The volunteers working with AAP during the Delhi Assembly Elections were mostly out-sourced and a majority were from RSS. In any way out-sourced volunteers are always less effective in comparison to In-house volunteers of BJP and RSS. But, at the same time, this Delhi experiment has once again proved the superiority of door-to-door campaign envisaged by the RSS and in some sense it will ignite the dormant in-house volunteers of BJP to a large extent. During these elections, AAP has accidentally shown a way to parting most secured Congress votes, which was very much outside the reach of  BJP till now. AAP has shown that with persistent pursuance even core vote of Congress can be taken away. This lesson is the most valuable for evolving a winning strategy by BJP and upon implementing this BJP must hope to increase its vote share among core Congress supporters. Now, it is almost clear that the emergence of AAP is going to benefit BJP in many ways, but at the same time BJP has to work more harder and has to target its campaign not only against the Congress but also against its allies, some old one like SP, BSP, RJD & NCP and some new found allies like JDU and AAP. The factor of double incumbency was also putting its waits in favour of Congress. Even BJP insiders are hopeful of getting a simple majority by bagging 125-128 seats. The Modi magic worked here too. The BJP scored 165 wresting 22 more seats from Congress. Here also Shri Narendra Modi was able to convert simple victory to big one. After the massacre of Congress leaders in Chattisgarh, the sympathy wave was sure to knock the BJP heavily. Traditionally also there was a minor gap between the votes polled to Congress and BJP. Dr. Raman Singh had virtually accepted the defeat as the strong fort of BJP, the Bastar area was sure to favour Congress party due to sympathy wave. India wants to know the level of acceptance which Mr. U R Ananthamurthy enjoying with the present situations, is he in the favour of supporting a regime which is sole reason for the plights the India is facing?
